Vöv-winya Qo̠ (/vo˞v/ /ˈwinja/ [honor; integrity; dignity] [locker]) is a temperate Large City located in the Ridan Earldom of the Viceroyalty of Rosid.

The name Vöv-winya Qo̠ is derived from the Wood Elvish language, as Vöv-winya Qo̠ was founded by Danielle Dhiaginra, who was culturaly Wood Elven.

Climate

Vöv-winya Qo̠ has a yearly average temperature of 8°C (46°F), with its average temperature during the summer being an icy 27°C (80°F) and its average temperature during the winter being a freezing -10°C (14°F). Vöv-winya Qo̠ receives an average of 155 cm/y (61 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Vöv-winya Qo̠ covers an area of nearly 322 km2 (128 mi2), and an average elevation of 4142 m (13589 ft) above sea level.

Overview

Vöv-winya Qo̠ was founded durring the early 13th century in winter of the year 1210, by Danielle Dhiaginra. The establishment of Vöv-winya Qo̠ suffered from many setbacks, delays, and obsticles, most notably a group of Vöv-winya Qo̠ which required millitary assistance exterminate before the community could finish being built.

Vöv-winya Qo̠ was built using the conventions of Wood Elven durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Vöv-winya Qo̠ is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Vöv-winya Qo̠ is is constructed arround a series of restrictive baked earthen mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The city rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The city's millitarily questionable fortifications have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the city.

A look around Vöv-winya Qo̠ has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scutteling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s all of those things together, or perhaps it's the way these elements combine with the abundance of schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the city places a lot of value on education and being a learned individual. Regardless, you do not feel it would be wise to remain in Vöv-winya Qo̠ long.

Civic Infrastructure

Vöv-winya Qo̠ possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Vöv-winya Qo̠ has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Vöv-winya Qo̠ has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Vöv-winya Qo̠. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Vöv-winya Qo̠'s parks.

Vöv-winya Qo̠ has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Vöv-winya Qo̠'s public wards, blessings, and other arcane systems.

Vöv-winya Qo̠ possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Vöv-winya Qo̠'s grid is powered by hydrogalvanic generators.

Vöv-winya Qo̠'s old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Vöv-winya Qo̠ has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.

Vöv-winya Qo̠ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Vöv-winya Qo̠'s natural decorations nor waterways.

Vöv-winya Qo̠ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Vöv-winya Qo̠ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Vöv-winya Qo̠ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Vöv-winya Qo̠ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Vöv-winya Qo̠'s mayor's house was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

In Vöv-winya Qo̠ during thunderstorms, with each flash of lightning, everyone sees different monsters from the corner of their eyes.

The Ghoul near Vöv-winya Qo̠ are known to be almost tame, such that they can be put to domestic use.

Vöv-winya Qo̠'s citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves sacrificing an animal to channel Chronomancy energies of tier 2 via guttural bellowing.
